Microsoft's Visual Studio Tools for Office (VSTO) Second Edition Runtime is a free add-on that developers can use to create custom solutions for Microsoft Office applications. The VSTO Second Edition Runtime provides the necessary components to run VSTO-based solutions, which are customizations made with Visual Studio for Office.

The Runtime includes the Visual Studio 2010 Tools for Office Runtime, which is a prerequisite for using VSTO solutions with Microsoft Office 2003 or later versions. Additionally, the Runtime provides .NET Framework 4 components necessary for running VSTO solutions that target the .NET Framework 4 client profile.

Developers can use VSTO to build custom solutions that enhance the functionality of Microsoft Office, such as creating custom task panes, adding customized ribbon tabs, and more. The VSTO Second Edition Runtime enables these solutions to be installed and run on end-user machines without requiring additional installation of the full Visual Studio toolset.
